The role of the Tank Team Lead can be divided into three main functions, Leadership, Project Management (PM) and Technical Designs Engineering. The main deliverables will be:
Leadership:
- Maintain 15-year plan for Tank Turnaround schedule and Budget
- Accountable for the input and control of the annual OPEX and COPEX budget related to the Tank Program.
- Manage contracts for Tank design and execution scope.
- Provide full Scope of Work (SOW) package for all individual tank Turnarounds
- Tender and award execution work for Tank Turnarounds.
- Manage the team of designers/planners/coordinators/contractors to execute Tank Turnarounds safely, within budget and schedule and to the required quality.
- Responsible for the safe and efficient execution of the Tank Turnaround Program by managing the effective utilization of all resources. (Financial, materials, manpower, contracts, services, etc.)
- Be the custodian of Operational Excellence (OE) on the Tank Program.
- Ensure that high industry standards are met by following Astron Energy Procedures, Astron Energy Engineering Specifications, API 653/650 and South African legislation during tank Turnarounds.
- Ensure work is carried out in such a way as to meet the scheduling, quality and safety requirements to support the Risk Based Inspection (RBI) Tank Compliance Program.
- Directs and supervise Astron Energy and contractor work teams. Exhibits strong leadership skills to optimize team performance.
- Manage staff performance through the Astron Energy Performance Management Process.
- Manage the competence development of team members.
- Steward the Loss Prevention System (LPS) with Astron Energy and contractor teams.
- Develop a SOW, in accordance to standards such as API 650 and 653, for the tank TA based on.
- Drive performance and schedule attainment through the management of Key Performance Indicators. (KPIs)
- Steward the CHESM with Astron Energy and contractor teams.
Project Management:
Consolidate inputs from various stakeholders to be able to set up a Design Review. This includes the following:
- Operations (OPS) input on required changes.
- Technical Services Department (TSD) Zone 3 and Designs lead on any required changes.
- Electrical Engineering on Cathodic Protection (CP) upgrades, lighting and earthing.
- Fire Department input on firefighting requirements. (Foam pourers and headers)
- Environmental input on required changes.
- Civil Engineering input on bunds and foundations.
- Instrumentation input on instrumentation upgrades.
- Mechanical Engineering inputs on required SOW based on inspection findings.
- Input from oils planning and ST&O
- Raise Internal Service Requests (ISRs) for various disciplines.
- Capture Management of change (MOC) in Knowledge Management System.
- Drive closure of action items and MOC related deliverables
- Raise DOSR for drawings.
- Set up Design Review and Process Hazard Analysis (PHA).
- Manage changes to Hazardous Area Classification (HAC) drawings.
- Conduct Monthly Engineering meeting to manage progress.
Technical Designs Engineering:
Conduct Tank Engineering evaluations in accordance with API 650 and 653.
- Roof evaluations (Buoyancy on External Floating Roofs and Venting on Fixed Roofs)
- Tank Shell evaluation-using data from Automated Ultrasonic Testing (AUT) shell scans.
- Tank Floor evaluation using data from Magnetic Flux Leakage (MFL) floor scans.
- Tank settlement evaluations from contractor measurements.
Develop a SOW, in accordance to standards such as API 650 and 653, for the tank TA based on:
- Design Review.
- Inspection records and history.
- Inspection repair recommendation.
- Roof, floor, shell and settlement evaluations.
- Coating SOW and specifications.
- Site walks.
- Astron Energy engineering standards.
- Perform drawing reviews with the output of AFC drawings.
- Provide technical support during tank TA execution. (Technical Queries, Field verification)
- Provide report on future campaign live based on remaining life calculations.
Minimum Qualifications and Experience required
Professional Qualification and Certifications:
• 4 year tertiary qualification in Mechanical Engineering or other engineering dicipline e.g. Process Engineering
• B.Sc. Mech Eng preferred
Work Experience:
- Minimum 4 years project management experience
- Refining experience advantageous
Knowledge and skills:
• Project Management, knowledge of PMBOK advantageous
Minimum Qualifications and Experience required
Professional Qualification and Certifications:
• 4 year tertiary qualification in Mechanical Engineering; or
• Bsc. Mech Eng preferred
Work Experience:
- Minimum 4 years project management experience
Knowledge and skills:
• Project Management, knowledge of PMBOK advantages
- Knowledge of P6/MS Projects for scheduling and planning
- Budgeting and costing experience required
• Technical Knowledge in API 650 and 653, Scope of Work, leveraging technology & Maintenance systems
